Finding:
Contrary to use of term "buzzin," at no time - apart from takeoff and landing - did the incident aircraft descend below 1200 feet AGL. The solo private pilot neither "texted" nor composed electronic messages during the conduct of flight operations. Pilot did in fact maintain a safe margin above the flaps-extended stall speed of the aircraft while on final approach.
Pilot warned not to be jackass about this stuff in future.
